"Installation Suspended"

Hi, I'm getting an "installation suspended" error whenever I try to deploy my project from a specific repository... it's a simple portfolio site, and I'm not sure why it'd be raising any red flags.

Does Railway wipe databases after a period of inactivity?

My database, in production, for emails completely wiped after being inactive for a little bit... why?
