Nvidia 560.35.03 driver disables direct x12?

Since updating to the latest build with the new driver, games report that my RTX 3070 isn't directx 12 compatible.

No display signal on full screen videos

When entering full screen with videos (also noticed sometimes when opening games), my monitor will not receive a signal and will go into standby mode. Exiting full screen mode returns the display signal. Desktop, Nvidia stable build

Nvidia-Gnome Stable: Monitors don't sleep / standby after screen locks or goes blank

Experiencing new behaviour in the last 2 weeks - my monitors will not go into standby after the display goes blank. DE is Gnome, and version is latest (Nvidia GPU). Any tips to restore the monitors going into standby after inactvitity?
