As a hoster you should probably use Pterodactyl with the WHMCS/Blesta modules and custom modifications

Do you want to build a mini game network? Kubernetes is your friend.
Do you want simple persistent servers like SMP or SkyBlock? Pterodactyl is great
Are you comfortable with Sysadmin? Skip the panel and try live the DevOps live with Git versioning and CI/CD pipelines
