OK, the answer is SMM (probably) stuck nothing else anywhere. My issue was I need to run the game with DirectX 11 still (my poor elderly GPU), so I had to add
-dx11 to my Launch Options in the General tab of Properties for the game in Steam.

that's when I remembered I had SMM installed, and probably never turned mods off before uninstalling Satisfactory a year ago
