Downloaded Spark, removed Clearlag, but yeah, just an FYI, fireworks can do this

With client-side mods, you can spawn items with NBT that are normally unobtainable in creative mode, so anyone with creative can spawn that

Okay thanks, I'll download spark soon, but neither of these are why my server is crashing
The firework issue is probably an ongoing problem in every version
Create a firework with a really large flight time
{Fireworks:{Flight:127b}}
If the firework accelerates horizontally, it will go on infinitely crashing your server23 replies

The player was able to download the resource pack after a handful of tries -- it would randomly stop the download at different thresholds. Apparently this is an issue with many things they try to download.
