Good brands for Oxford shoes
Not sure whether you can find them or get them shipped to Philadelphia but here is a couple of generally good value-for-money brands I would suggest within this price range: Meermin, Velasca, Orban's, Malfroid, Septieme largeur.

Agreed. Pushing the cursor further on the street side of things, I can easily picture an OCBD shirt under an oversized hoodie. But you're right, the OCBD is historically very prep by definition so is likely to bring this kind of flavour into the outfit
