Equilibrium is actually established in the net system of people and train so it does make sense for c2 to remain stationary while train will move so that m1 times x1 of train equals m2 times x2 of people similar boat man or sledge problems

And yes you’re absolutely correct about a net gravitational force downwards hence momentum is not conserved in y direction across long timespan, but for dt seconds before and after collision we can approximate and assume it to be conserved for that infinitely small interval of time

Since impulsive forces are very large compared to gravitational force the downward gravitational force can be neglected compared to the large downward impulsive force acting on the bullet wood system

I don’t know if my answer will satisfy you but when nebula gets condensed and star systems get formed protoplanets, dust and debris smash into each other most of which are oblique collisions cause head on collision are rare since a lot of lining up is required, hence these oblique collisions add up and give the rotation to newly forming planets and after that since space is complete vacuum you don’t have air drag and stuff to stop the rotation
