How to un-deathban
There should just be a folder with all their userids. If you used a plugin to ban it would be in that database. If you used the server to ban it would be in the banned players file. You can just delete this file on the day you choose

I switched from a EU server to a US server and was pinged by a different user (used to be Cuute now its ServerSeeker) I'm sure its been established it's based on geography just thought I'd further cement it.

Seed Cracking
I'm not sure I understand the use case. I take it you're trying to remap the terrain so it can't be used for seedcracking. But there's a method for cracking seeds using monuments. For example ship wrecks, temples etc and in the end it would be ships and cities. My point is I think you're trying to plug an unpluggable hole.
