Already Existing Constraints Backup Railway

I followed up the blog for backing up railway database locally. But Still,I am unable to back up postgres db. I throws me some warning and erros.

Unable to Connect Existing Railway Database Locally.

I came to know this evening, i am unable to connect to my railway Postgres database locally. I have check db variables for db connection in my django project and they are just exact same but the terminal keeps throwing me the message "Is the server running on that host and accepting TCP/IP connections?"
