ok that probably means you didnt need the no fuel mod in the first place - and that difficulty tuner has an option somewhere to turn it on and off

pretty sure its working as someone earlier was trying to disable it 🙂
However Fuel for vehicles is a in-game toggle too that you could flip with a save editor like SCIM
