Fan + GPU stay on in sleep mode
Try to activate the erp mode in bios. This helped me with another distro.

So, the warehouse tip was right, thank you. Ignition, as expected, do exactly the same like kde Autostart. I see also the apps / configs.

Thank you, I will try it tomorrow. But for me ignition sounds like the kde Autostart and that works on desktop but doesn't in game mode.

I found the answer by accident. In the developer options of the steam game mode there is an option for "Force Composite". With this enabled the banding is gone and SDR is also flawless.

Open RGB is not applying saved theme on startup
I used simply a big number (256 for me) and saved the first dialogue.
For the second problem you have to click "load profile" and select it there.

For me it survived reboots very well. I've done this multiple times on different distros. Steam Deck and nobara 2 times. Worked every boot for me 🤔. I give it a try, thank you.

Color Banding in Game Mode HDR
I have the exact same behavior on Nobara. But the launch argument doesn't do anything for me. Deactivate color management works, but sdr is ugly as hell 😅. Who has to patch what, that hdr works properly? Sadly bazzite is no option for me
