Is there any way to optimize the performance of the machine (piston) when it has a large delay when turning on? tps and mspt are always low

if tps and mspt are always low I'd advise trying to fix that

That CPU isn't doing you any favors. Probably the biggest issue that I'm seeing - unless someone is seeing another issue
Outside of that, my question would do you have to have a farm of that size?
Fly machine based farms are a lot less laggy in my experience compared to one piston per crop

Just use Ubuntu at this point already. CPU is mid at best too

Update Leaf to the latest 1.21.4 build as many improvements have been made since 1.21.1
And yeah your CPU could use an upgrade.
