Dropper Alt to switch to layer
If the dropper can sample from any layer to change to the color and brush,
then it should be able to switch to the layer that the stroke is on.
Alternatively, the dropper could be able to tell you which *%&$^#% layer the stroke is IN.

move selection to layer of next sampled.
