4028 Fan Config, updating from VCore 3.1 to new Toolhead V1.0 with RatOS 2.1

I am reusing my old 4028 fan from a rig bought 2022, installing it into the new Toolhead V1.0, and upgrading my firmware to OS 2.1. So far everything good, but I think my fan type does not work with the stock settings: I have the Blue PWM pin connected to the EBB42 1.2 toolboard, and the power pins wired to the Octopus 1.1 board. The problem I'm having is that the fan runs, but only when set to 100%, any other percentage and it stays off. Normally not a huge issue, but the noise is making me lose my mind. Thanks in advance!
Solution:
Instead of banging my head against the wall on this, I decided to wire PWM to the Octopus, and carry the weight of the extra wire

No luck, fan still only activates at 100%, any other input and it stays off

Finding out exactly what fan you have requires some tool head disassembly, but go for it?

I've put in an order for a Mechatronics 4028 24V Fan (MH4028H24B1+6-RSR), if that is not immediately compatible, I'll see if I can find the specs to the old one I have assembled

I've now hooked up the Mechatronics fan, jumpered to 24V, and it behaves the same way as the fan I have installed: no movement 0-99%, switches on at 100% pretty stumped here, am I perhaps missing some step in setting up the EBB that is controlling the PWM signal? I bought these directly from the manufacturer, so it has the stock settings
