Is waxed jacket with no hood practical?
I need a water resistant jacket to wear in winter cause I live in area that rain a lot in winter. I always love the look of waxed jacket but the probem is most waxed jacket has no hood. Can I actually wear them on a rainy day ?

Yes but most brands don't have and Barbour is out of my budget.
If I was looking for a winter water resistant coat I would not buy waxed cotton. Speaking as someone who lives in a wet coldish place.
Synthetics or a something rubberised are just a lot better at keeping you dry and/or drying out between uses day to day.
Barbour is extremely plentiful second hand
But for actual practicality I second @cdfchopper. Buy something synthetic. Uniqlo has good affordable stuff
Maybe I'm unlucky, but I've found Uniqlo's blocktech waterproofs pretty bad for windy rain. The fabric is so light and the hoods quite big, that strong wind often makes the hood go backwards off my head
So then I get wet lol
Often considered going to a tailor to get some fabric added on the inside to "weigh it down" but never been bothered
TL;DR if you're looking for a rain coat, get something from a hiking / outdoor brand if you're going for big utilitarian vibes
If not, go crazy.
blocktech is completely rubbish for proper rain! light light showers at best
Patagonia Torrentshell is a good budget option for a real rain coat!
I already got a classic yellow raincoat from Helly Hansen, I wear it for heavy rain, and have a LL bean anorak for light rain, just hope to get some more fashionable options for cold light rain days.
a wax jacket will be fine then! I also have a non-barbour wax jacket! 👍

this is maybe a silly question but is an umbrella nonviable in this setting?
if you're looking for protection from snow/ice then yeah find something synthetic with a hood, imo fashion would take a backseat to function
