I didn't use any railway services during september, but today received bill for some phantom activity, who can contact with me to solve the problem?

The hobby plan has a flat 5$ subscription fee, whether you use services or not. Think of it like a Netflix subscription

I had 1 active deploy, but it wasn't in use, I stopped it at the beginning of September and cancelled subscription at that time too

The last reported metric for that project was on October 4th. I've confirmed there are no phantom deploys running. Your subscription is canceled and you were sent a final invoice for the September usage since the subscription finalizes at the end of the billing cycle
