Hi, can I please get support here to understand why I can't perform any operations? I have two websites down just because I set up the second one on the same account. I am trying to move this one to the account that's giving me trouble. Thank you!

The super-weird one is "Your account can't be verified", right?
'cause I should be at least able to create a project from scratch out of a Github repo (I would have preferred to transfer it, but I am in the free tier, so that doesn't seem to be possible)
No, if you have a brand new account, it can't be verified.
And you'd need to sign up to the dev plan.

I believe that account should work.

Because I was going to make the second one a totally separate project with its own dignity
It started as a capstone project for a course I finished, but now I want it to have its own account in order for other people to maintain it
We don't allow multi-accounting on the platform.
Because that'd essentially mean you're getting the free $5 credit twice.
