How do I stop/start or enter commands in general for my minecraft server?

I setup an instance on oracle cloud, and am using putty to enter commands, and filezilla to manage the files, and I'm not sure how to enter commands at all, as entering commands into putty affects the oracle cloud thing and not the minecraft server. I know I'm probably missing something really simple....

MCA Selector custom filter for changed Chunks
When I moved my world to another server, the seed changed. My friends and I were already playing on the server, so many chunks were generated with the wrong seed. Now I realized the reason and I wanna fix these chunks. I've already changed the world seed back, but of course the wrong chunks are still there.
Now I wonder if you can create a filter that allows you to select chunks in which no building was done, so I can reset these chunks. If I have explained something too imprecisely, please let me know.
Or am I not in the right place for such a question? If so, I would be happy if you tell me the right discord channel....
is there a way to prevent new chunks being generated when players are close to world border?
im pregenerating my world and i found out the new chunks get generated outside the border when moving close to it
Two Servers on Same Laptop, Port Forwarding Issue
I am trying to set up two minecraft servers on one laptop, and I have been succesful with one server but have not been able to figure out how to do the second server.
One server is modded and the other is vanilla, So far the Modded server works with the port being, 25565, and I am trying to make the vanilla be on the 1000 port.
I have AT&T, and have tried adjusting the global port range to 1000-1000 and 1000 respectively, as I have done with the Modded server with 25565-25565 and 25565 respectively. ...
Migrating H2 local database into MySQL remote database
I just got my Luckperm set up perfectly for each perms, but now I've realized that I havent changed the type of database resulted in the plugin saving all of it into a local H2 db file. I searched the internet and didn't found any solution to upload/migrate this onto a remote database server. What can I do ?
Arena setup
I want to dynamically spin up servers and connect them up to my proxy using rustyconnector for my practice server, i have the eggs ready, I have the randomization. How do I get it to spin up in ptero automagically? I think I can figure out the rustyconnector thing once the servers are spun up
Hosting a server
I read in another post that there might be better and cheaper alternatives to what I already have.
So, what do you use when hosting a server? What are your opinions? Both VPS and Hosting are fine.
For simplicity, let's say that experience is not a problem and it is for a single Paper server with around 40-70 people.
Good amount but not enough justify paying for the absolute best available on the market....
Donation Platform?
Any recommendations for a donation platform to help support a server? I know PayPal, Patreon, Kofi are options, but it's less clear what the differences between them are.
I run a few different servers and have been hosting them for free, and intend to and have the means to keep doing so, but folks have been asking me if I had a donation link set up to help out.
I really don't want to lock people into recurring charges or anything like that, and I also don't want to give up more of a cut than I have to, but I've never really interacted with these things before and am pretty green, so any help would be appreciated. ...
