I don't know why it fails on the other plans, the usage was never spiking a core above like 40%

Just figured it out actually, the Windows default power plans are trash. AMD makes custom ones.

I had drops when moving, staring doesn't have an issue really. Somehow on my 3700X running a cpu-z stress test on some of the cores fixes it. Try switching to the AMD Ryzen power plan or a different power plan.
