DNS Errors
Would you wanna check what "rpi's static ip" did you put in the A record? You don't have to share your ip in the chat but you would need to make sure that it's not a private ip. Private IPs couldn't be proxied (code 9003). Btw A records only accepts valid ipv4 address, not domains.

Tired for can't login into dashboard from China when use 中国广电 because CAPTCHA issue.
Hi, NS_BINDING_ABORTED means the request was interrupted. You could try following steps:
- flushing dns
- accessing via other ISPs (if you have only one fiber ISP, a hotspot from your cell phone might be helpful)
- using another browser
- using browser's incognito mode
- using a proxy/vpn
Or you would want to wait until another day and see. Hope the issue will be solved. I believe the issue is not on Cloudflare's side.

If it's a DNS issue then setting up DNS on device might help. But the error message is about timing out but not something like "ERR_NAME_NOT_RESOLVED", so I doubt if it's about DNS.

oh, I do found some similar cases on the cloudflare community website.
a cf doc (https://developers.cloudflare.com/fundamentals/subscriptions-and-billing/troubleshooting-failed-payments/) says "some Visa and Mastercard methods may not be supported"
it looks like you would need direct support from the cf billing team
let's see if there will be any clue from others
