Friends can't join my Minecraft server

Connection refused: no further information after crash
Hello. Me and a few friends were playing a modded server, then my server, which runs on my PC, unexpectedly crashed on me. When I restarted my computer and server, I'm able to connect, but my friends aren't. They receive a "Connection refused: no further information" error. I changed nothing since I restarted the server.
My firewall allows the proper ports and applications.
My router is port-forwarded properly.
All the necessary applications are checked on Public.
Java is at the right version.
What do I do about this?
