TLDR in the the end I launched game with FactoryGameSteam.exe while steam was closed so the game crashed and dropped me Unreal Engine Error Report so if that happens to you just close it and it should restart after the steam launches. You can open the steam and then launch via FactoryGameSteam.exe
I think the main idea is to launch game with update 8 and since it will have 3 manifest files which are from v1.0 the steam shouldnt update because it thinks it is the latest version when it is not.

By the way. When you reinstall dont make the same mistake I did. Just because you see it finished download it didn't. There is still a next step it does which is verify files and if you delete anything during that verification it will start downloading missing files.
