if my laptop has integrated (amd) and a dedicated gpu (nvidia 3060) will the settings I change in amd radeon affect my game at all? (tessellation, image sharpening etc.)

packet loss
does anyone have solutions for sudden packet loss spikes (0% consistently then jumps to like 50%-100% for around 10 secs randomly)

server issue
the server that I have selected for custom (Sydney) displays ‘???’ ping and one red bar next to it does anyone know how to fix? Sydney is the closest server to me
