ok, i've found a solution
i've switched to fabric, and i immediately found this mod:
https://modrinth.com/mod/open-parties-and-claims/
it is server-side only, and it is good enough for what i want to do

yeah, you are right
i don't actually need forge, i was just so used to using forge that i accidentally wrote it in 😅
but i have never used fabric before, so i have absolutely 0 experience with it
