Should add, it seems like mods with RefinedPower as a dependency cause the same error

I am aware it is going to take a long time, I checked their server for possible estimates
I simply want to get things done ahead of time, and if I ever get that bored of 1.0, I'll just try to downgrade to Update 8

Yep, that seems to have been the issue, now all other mods download without error
