Support for local track
also as if it right now we cannot use
local identifier to play localfile since the api format to play local file currently is:
/v4/loadtracks?identifier=/home/path/to/file
instead of :
/v4/loadtracks?identifier=local:/home/path/to/file9 replies

I'm sorry, what I mean is that I cannot find any way encode track from buffer data since I am planing to create a tts command by using service like OpenAI tts

thanks for your answer, I also want to know that if I can DM user is not in the same guild with the shard (something like the guild that user currently in belong to shard 1 but I want to use shard 4 to DM that user)
