“I think the environment where it's least noticeable is in Gnome with Wayland+MESA/NVK, but it's a pretty common issue. Try testing with Fedora without installing proprietary drivers, just using MESA/NVK. Also, try enabling flags in Chromium-based browsers to use Wayland.
In general, the only applications that don't usually have these issues are the native ones for each system; the rest all have limitations or defects. Additionally, most people don't typically resize windows during regular use. Generally, things are tested under "standards." For now, the standard is still 1080p-/14"-notebook/24"-desktop 60Hz, where most of the time you'll have the window maximized or split 50/50. There's no incentive to fix it.
P.S.: I'm using Windows right now, and it behaves similarly. The only system that "escapes" this issue is macOS.

i made a post on reddit asking the same problem https://www.reddit.com/r/linuxquestions/s/IHlJx4yDxK. AND we discovered this also happens in windows. so i reinstalled windows and YEAH IT HAPPENS. How could i never notice that? i really don’t know. this is what 2/3 people said:
