Thanks, i find settings in deafault tuners in another category, and this works.

No Fuel for Road Vehicles not work
I've searched all options in tunner and find only 'Fuel value', but its global variable that have influence on all fuel in game include power generators not only in vehicles. So i think i need to wait while mod developer change something in this mod.

I found what mod breaks this mod. Its Difficulty Tuner. When i disable him vehicles begin to work without fuel
