Heres what i have done so far, updated system and drivers, restarted pc, checked storage space, disconnected ethernet and reconnected, maybe i just tried playing at an odd hour but still wierd its only happened with VAl

not sure and its hard to know cause i live on a college campus, I can say with certainty that this is not an issue with any other games I play, (Destiny 2, CSGO, R6, etc)

played a death match with everyone standing still then catches up and I am dead, launched a practice and can stand still to shoot but soon as I moved or interacted with the bots I lagged out
