1.21 not loading resource pack?
So basically this would be the same case if it was 1.21 and anyone logged in with 1.20.4? Basically a hard line huh?

How can I find a minecraft moderator for my server?
If you have no current mod and are looking to fill that initial role, I'd suggest recruiting from within your playerbase. Find a player who you have seen be helpful and knowledgeable and that you feel you can trust, then offer them the role and train them so they may train others as you grow.
We run a recruitment process within ours. The head mod has her team and when there is a need for a moderator increase, we, the owners, give her the go-ahead to recruit. We feel that since that is her team, she should have the freedom to pick it. Of course, we the owners have final say if that candidate can occupy said position, as the new staff member would be a representative of the brand.
