how can i disable building and breaking in one of my multiverse worlds but they can break ores
I can assure you that the plugin "worldguard" is a working plugin.
If you wanna give more detail, I may be able to help. but "worldguard isnt working" is not really helpful at all in assisting you.

world guard regions is probably what youre looking for?
You can also play around with worldguardextraflags which is not made by the same people but has some flags that might be useful to you.
