https://www.curseforge.com/minecraft/mc-mods/better-mobgriefing-gamerule for anyone in future looking for specific fix like I was btw send them this. Found it works to stop villagers specifically breeding and allows every other type or you could edit all of them

Im still in 1.12.2 is the difference, never knew they made that a thing in these versions but Im also still looking for a solution that maybe doesnt make creepers less effective? This definitely works from testing though

villagers still breed with that, that rule only stops farms for breeding, not manual breeding mechanics
