Dang even if something will start in desktop mode with forced Proton it's still broken in game mode

When Quick Access menu is open, controller input goes to both it and the running game

Hm, didn't matter whether steam input was running or not for Xinput, but switching the controller itself to directinput and going through steam input stopped it 🤔
