not using pufferfish, but I am doing a binary search. after checking an old backup, it does seem to be this issue is not recently caused

idk how to reopen the post, the change ocurred recently, and I havent installed any new plugins that would handle this. have arrow-despawn-rate set to 300, is that too low?

It all started when I deleted the entities in the world folder, i have since tried regenning whole new end dimensions but still no enderman
