Linux AMD driver won't do 4K
I had a similar issue when plugging into a television. I had to manually adjust the television settings into a gaming mode for it to let Linux know under Wayland that it is capable of 4k60. Worked fine on Windows, but I suspect that Linux is more ginger about what it will try to do with connected displays.

Could it be related to the HDMI forum not allowing HDMI 2.1 in AMD's open source driver?
