Webpage suddenly not loading

Apparently they rearranged something and I was supposed to upload to a different FTP host but no one told me! Anyway it's sorted. Thank you for being here. Although I didn't get a solution here, it's really nice to have someone to speak with when I'm experiencing a tech headache. You all rock!

Webpage suddenly not loading

I appreciate the response. The sudden nature of the change is driving me nuts, as is my inability to do anything to fix it. I guess I'll keep bugging my friend.
If anyone else has suggestions or ideas, please let me hear them.

Update: I spoke to my friend (who hosts the FTP server) and he uploaded a test page with no problems.. Which suggests the problem is on my end. He suggested I try a different FTP client. So I used a different client.. but I'm having the same problem.. Which means what? Is this possibly a problem with my internet provider? How is this happening?

The page that is on the FTP server is NOT the page that's loading on the web browser

and I changed that wrapper file to direct to "frame_c.html" so it would basically break.. but it does nothing
