Client doesn't seem to receive DH data from server when chunks aren't loaded.

Can't seem to receive DH data when the chunks aren't loaded. Have I missed an option somewhere? I have pregenerated about 700 chunks in each direction, but after logging in, this is all I see:

Does the server have the sqlite file of LoDs?

though i should note that I pregenerated the data on my PC and transferred it to the server
