Is this sort of thing normal for vanilla fog?
I was messing around in the nether and I noticed there is a huge draw issue with vanilla fog.
At first I thought this might be a mod related and it technically was. (some mod forced it to render in spite of being off)
As it turns out when there's the vanilla fog the LODs cerompletely bug out and render in front while shads are completely fine
(Tested it on fabric both with and without sodium)
Normally it's easy to miss as with overworld fog it just manifests itself as a ring since the overworld doesn't really have a fog outside of the terrain gen border one.

You can remove fog in the config at: Advanced > Graphics > Fog > "Disable vanilla fog" or with mods like Sodium Extras, Optifine, or some other fog removal mod.
If the fog is still there and you have BCLib installed, you have to disable BCLib’s fog too.
If you want vanilla fog to match DH's fog you need to decrease the vanilla fog strength, so that it doesn't get fully fogged on teh edge of vanilla chunks
For that you need a separate mod

I've tried that but something keeps it on anyway

As it turns out bclib has an incredibly powerful biome fog override
