Ignored block leaving holes in the water
I didn't like the look of kelp, so I wrote kelp in the ignored block list, but now there are holes in the water instead, is there a way to render kelp as water instead of ignoring it?

I don't think such option currently exists, but I can see why it would be useful
You can try creating a #suggestions to either add a separate csv list of blocks replaced by water or for a system that will detect if the ignored block is surrounded by water and if so to also be water
There is also a chance sucha system already exists and is broken though
If a dev will notice this they can clarify
