what's the best server hoster i can buy with like 2 dollars
it doesn't actually have to be that cheap but basically, me and my friends wanna have a forever server, so it has to be cheap, and hopefully not laggy. (there won't be huge farms or more than 4 people online at a time)

Self-host would be the best option for you. "Cheap" hosting like that are most likely very sketchy (no legal document, horrible support, bad spec, no data backup, etc). I won't stop you from buying that, but keep in mind my warning.
but wouldn't i need to have a computer always on to self host? the energy bill would be more expensive that these hosts D:

You can even have a player stay afk with an afk pool and the server will be on 24/7.

Not sure about keeping 24/7 thing but be aware that making bots pretend as player join in aternos server would highly resulted in a ban
