would i need to change the config on server side???
I have no idea how BCLib works, you can ask BCLib devs which settings are controlled server side and which are client side
/fog
You can remove fog in the config at: Advanced > Graphics > Fog > "Disable vanilla fog" or with mods like Sodium Extras, Optifine, or some other fog removal mod.
If the fog is still there and you have BCLib installed, you have to disable BCLib’s fog too.
Can you send your BCLib config file?

latest.log
file to provide additional useful information.
Logs are usually located in the .minecraft/logs
directory.
On Windows: %appdata%\.minecraft\logs
On Linux: ~/.minecraft/logs
On Mac: ~/Library/Application Support/minecraft/logs

Is the vanilla fog disabled if you run only DH and no other mods?

i had bclib before too and i managed to turn off th vanilla fog from it
