TPS Issues
I have been having huge sustained TPS drops and lag spikes on my server and I have not been able to figure out the issues. I have a spark report, but I can't narrow down the exact issue likely cause I just don't know how to read it effectively. I was hoping I could get some help. I am also interested in learning about anything else I am doing wrong not related to the main issue(s) to optimize the performance of my server.

Ew, offline
Wait offline?
Nevermind I see it in the spark, but my server.properties is definitely online
Spark Forge: https://spark.lucko.me/HXnLC1n4yR
v.s.
Spark Spigot: https://spark.lucko.me/PbN36H750F
So the forge version is for some reason saying the server is in offline mode when its not. The spigot version correctly shows it is. This was all done on my test server not my live server for the purpose of this test.
ah hybrid
!hybrid
Please Avoid Hybrid Servers
Please avoid using server software that combines both mod and plugin APIs, such as Mohist, Magma, Cauldron, Thermos, CatServer, Cardboard, and others. These server software clash, as Bukkit was made for plugins and Forge for mods. Mixing them requires significant changes to the Bukkit API and Forge server code. If not done correctly, both plugins and mods can act strangely. Using these will almost guaranteed cause strange issues that make it near-impossible to assist.
If you are running 1.8 or 1.16.5, a good alternative to these is SpongeForge, a well-engineered solution that allows running Sponge plugins alongside Forge mods. Many Bukkit plugins also have Sponge ports.

Yeah I am aware Hybrids aren't the best, but I run a Pixelmon server so the two options that I am aware of are hybrid and spongeforge and from my research most use hybrid
So I am trying to do the best I can to optimize the server given the circumstances
pixelmon is still used?
Yes
I assume you're talking about Cobblemon, but I don't believe Cobblemon is anywhere near as popular as Pixelmon yet
