DH2.3 (World first Pregened w/o DH) Limited LoD Rendering

DH is rendering Lods wonderfully, but only to chunks that my client has visited / loaded (at the vanilla limit setting. Note, all of these chunks have been generated by the server ahead of time. Is there something obvious that sounds like it might be wrong? Perhaps something in the server-side DH config file? I feel like the answer to this is obvious, but it eludes me nevertheless. I have restarted at both ends, turned off shaders. Honestly, it doesn't feel like a bug. I think I have something misconfigured. My experience this far with 2.3 has actually be very smooth otherwise.

Does F3 say the server has full dh support?

It does - strasngely I just loaded my client back in while keeping the server running overnight and I'm having LODs steadily generating across my horizon several chunks out. It's slow, but steady! Strange. I'm assuming with the exception of setting like EnableDistantRendering, the server config overrules the client. What about in the case of MaximumDataTransferSpeed? Do I set it on the server config and ignore it on the client?

the server config does not overrule the client, both are used for example when the render distance is 256 on the server, but 128 on the client, 128 is used
