WorldGuard 7.0.12 doesnโt support minecraft 1.21.4, only up to 1.21.1
They might have an experimental/untested version for 1.21.4 in their CI:

Again, this is an untested build so issues are to be expected. Wait for an update from Worldguard is probably your best option
Considering WG takes a lot of time to update, youโll probably want to use an alternative
Whatโs your use case?
What do you want to protect and where?
Example: I had an SMP spawn in the main world and had Lands as protection plugin for my players
I just used that instead of WG
Same should probably apply for GriefPrevension/GriefDefender or similar
Can Lands replace WG for spawn protection stuff?
I have Lands but only ever have it for player claims

worldguard already has a 1.21.4 experimental version so does paper
True, I forgot paper 1.21.4 is still experimental, the warning above could very well not be completely WG's fault
You can have admin claims, which works as a sort of replacement
I read that a post from around 2y ago saying that still Lands shouldn't be used as a replacement for WG, but at least I didn't have issues using it as such
I mean you can, but itโs seriously overkill for some admin claims

I only mentioned because WG didnโt worked for them
And Lands was an example of what I did because I already had it for player claims
They can use whatever they already have for player protection
GriefPrevention in their case
Ah yeah if you already have it then it can definitely be used as a temporary replacement
