The location of the servers cannot cover everywhere, therefore, shorter distances from a server provide you with the lower ping and hence a better game-play, while further distance requires additional miles of optic cable for the data packets to traverse, thus higher ping. In a result, you will not be able to change or control your ping the way you want it to be.

It’s best to play in a server that’s in your country/region
You can only get a ping below 20 when playing near the server, no tool or app can change this.
An optic Fiber connection can help but it is determined by your distance to the server your playing on.

Also call you providerand ask them to rerought you directly to the server
just buy an apartment that sit right above the server
