To the 4096 DH RD?

There is no technical limit on DH RD, so it will take infinite time
The soft limit is 4096 though so lets go with this
To keep the max quality requirement, you can't use HyperSpeed generation as it does not generate highest quality LODs, and does not generate almost anything under the surface, so no caves etc

At lower quality it doesn’t take long to generate even at 4K distance but you then end up with broken LODs

at max quality you will be gpu bottlenecked and will require a lot of memory
But the question was about the highest possible quality, so neighter hyperspeed nor superspeed generation can be used
