settings suggestions
i have a 4090 with a 7950x3d what settings would give me the best performance and quality ratio. rn im struggling with the game hitching every 30 secs. turning off distant generation helps but at that point the mod seems useless.

Im not a dh expert but I certanly know that 7950x3d has an issue because of 3d cores allocation, its kinda hard to explain but try to find a yt video about it. So possible solution is to disable half of 3d cores, even tho it sounds counterproductive

quality preset can be set to high
if your refering to the cpu core parking the correct cores ive fixed that problem its uses the correct cores for gaming
DH does not care about 3D V cache, it would be much happier with more cores
What are your GC/JVG flags?
How much RAM did you allocate to MC?

Some of the stuter might be from the GC then, as you don't seen to have any GC tuning flags
Try adding this flags:
-XX:+UnlockExperimentalVMOptions -XX:+UseZGC -XX:+ZGenerational -XX:+AlwaysPreTouch
And increase Xms from 256 to 2048 because why notthis Smoove things out a little but im still getting constant frame spikes. im just going to wait until dh matures more. maybe better optimization for amd cpus.
Have you tried lowering the CPU load in DH settings?
That depends if you're talking about generation speed or fps
