Trying to Dial in the best OBS recording settings..
I'd like to start this out by saying I've watched the channel for around 5 years maybe a bit longer and have tried to solve this issue myself before coming here I even offered to pay for Addies time but he suggested I posted here so hopefully you guys can help! I currently record a game that is rather difficult to record, it has a lot of sharpness to the image as well as many moving objects and dark dark shadows. The game is called Escape from Tarkov if you're at all interested. Currently I record in native 1440p with Nvenc h264, CBR 100,000, P7 and NV12. I tried to utilize the AV1 encoding after watching the video showcasing the insane framerates and upscaling but with no avail. My hardware is a 7950x3d and 4090. What suggestions would you guys make for me to get higher quality video?

I believe I actually have a very similar CPU/GPU setup (7800X3D + 4090) , so I can chime in with my experience.
I don't record tarkov, but I think you're recording settings you have are starting to get very resource intensive for a small quality benefit that you might not even be able to visually discern.
If I were to make a recommendation on a direction to take.
Encoder -> AV1 or HEVC
CBR 100,000 -> CQP 18-20
P7 -> P2-4
I'm giving a range incase you want to finetune accordingly.
Some insight on some of my reccomendations. AV1/HEVC are both better encoders than H264 at this point.
The way I've explained CQP to people is that it's a "quality standard" to hit. So it'll adjust the bitrate based on what's happening in the frame at that point in time. (i.e. more action heavy scenes will ask for more bits while standing still will ask for less).
P7 is a VERY resource intensive tier to run in comparison to the others. Since CQP would be covering a lot more of the quality control, you can afford to knock down the P value. I normally do P2 myself
(disclaimer - this is all assuming that your problems can be fixed with setting changes and there isn't anything else going on behind the scenes)

Ive been having issues with cqp even at 18
its like it doesnt allocated bitrate fast enough for a suddenly sharp image
I've also heard it could be wise to move to a better color format to stop the dark colors from being so pixilated

I understand av1 is a better encoder now but Ive stayed on nvenc h264 just for convenience to edit in premiere instead of da vinci
Does anyone else have suggestions on this matter?

You have a 4090, so why are you recording with NVENC H264 instead of HEVC or AV1 with NVENC?
You can edit just as easily in Resolve with those nowadays, another wise you can transcode your footage after recording
Also recording in pixel formats outside of NV12 are pretty pointless since all sites will down-convert everything smack down to it or i420 which has the same amount of color info
