Whenever my players joins they get the same achievement again and again #questions
For ex:- A player got sky's the limit achievement
When he leaves and joins again he get the same achievement again

It is a paper velocity server
U think maybe plugin clashing?
skinsrestorer makes me think it's generally an offline server issue where you don't have logins set up right
I know offline servers have some kinda plugin to authorise logins but don't know exactly what
We have logins setup in Velocity HUB
Should I try removing skinrestorer?
In general offline-mode servers don't get support here, but I think this is an issue with whatever login system you are using

But the login system is setup in HUB server and this is Other server we use HUb to connect to this one

also running a offline-mode server that lets players that dont own the game join while working for a host is a interesting choice

Offline mode servers basically have damaged player data by default IMO
Always make backups. π
