Ring of unloading
I lowered Overdraw Prevention, does nothing. The ring is relational to my RD. At 1 RD it is just a ring around my feet.
As I move through the world this ring always exists. Any ideas?

shaders override overdraw prevention, so setting it manually wont change anything when you have shaders enabled
I don't see this ring in others that are using shaders though, why do they not experience it but I do?
your vanilla chunk loading cant keep up with how fast you are moving. perhaps other people you've seen move less fast
So on a server that I used chunky on I do not see this behavior. Is that why, because I used chunky?
depends, if you move in new terrain or not
chunky, saves terrain before you play so that it does not have to generate while you play
so it loads faster, but takes much more disc space

Chunky is known to cause LODs to turn into swiss cheese and bloat up world size, as can be seen in the attached screenshot.
We recommend you enable "Distant Generation" in Distant Horizons' settings and wait.
If you actually want to pre-generate vanilla chunks along with LOD data, disable Distant Horizons, wait for chunky to finish, then re-enable Distant Horizons.
I test in singleplayer before going onto my server. Whether I have 1RD or 32RD, the ring exists at that RD (in singleplayer)
it is unrecommanded though

as Puhpine said, you shaders override the overdraw prevention
tune OvPr in shader settings
or disable/change the shader
